Assess data, technology, people, governance, and candidate use cases against agreed criteria. Decision gate: which priorities merit validation, and which gaps must be addressed first?

Roadmap & Design
Build the roadmap, solution design, hypotheses, and bounded Proof of Concept. Decision gate: proceed to pilot or implementation, adjust scope, or stop based on findings.

Supervision & Scale
Oversee vendor or internal delivery against specifications, acceptance criteria, risks, and change plans. Decision gate: accept, remediate, limit release, or defer based on test evidence.

Governance & Sustainability
Design roles, policies, controls, risk registers, and monitoring cycles. Decision gate: accept risk, add mitigation, constrain use, or retire the system.
